The Minneapolis Park and Recreation Board (MPRB) and the Minneapolis Public Schools (MPS) have been working together since 2012 to draft a Memorandum of Understanding (MOU) outlining the way in which both organizations can best work together. On June 18, 2015 the MPS adopted a resolution to enter into an MOU with the MPRB. The June 2015 MPS resolution declares that the Minneapolis Public Schools intend to 1) partner with the MPRB to create a MOU detailing specific points of future collaboration and sharing in the areas of facilities, athletic programming, child care programming, recreational and wellness programming, communication and marketing, collaborative planning, taxation and policies; and 2) to maintain its commitment of $150,000 per year for five years in operating support for the Phillips Pool Facility and to contribute $1,750,000 in capital funds for the renovation of that facility. In exchange for this financial contribution to the MPRB, the MPS expects the following:
· Priority scheduling through 2021 for Parade and NE Arena (MPS hockey), Neiman Fields (MPS baseball, softball and soccer) and Parade Fields (MPS football, soccer and baseball);
· Swimming classes and certified lifeguards for MPS students;
· Collaborative planning, development and programming at Green Central;
· Rehab of Todd Field for Washburn High School softball;
· Completion of Bossen Park plan by 2018; and
· Commitment to establish joint capital planning, common sources scheduling, program integration and shared leadership.
On July 15, 2015, the MPRB adopted a corresponding resolution to enter into an MOU with the MPS. The July 2015 MPRB resolution accepts the financial support offered by the MPS for the Phillips Community Center pool facility in the amount of $150,000 per year for five years in operating funds and $1,750,000 in capital funds contingent on mutual agreement on the six expectations listed in the June 2015 MPS resolution.
The MOU being presented to the Board of Commissioners tonight is based on these two 2015 resolutions. The framework of this MOU includes collaborative work regarding the following:
• Summarizing facility shared use agreements, current utilization, recommendations for renovation needs and joint usage;
• Financial impacts of removing fees for facility usage by each organization;
• Assessing current registration and permit procedure processes and recommending changes that improve service to the community;
• Development of a Joint Youth Sports Association;
• Development of a Community Advisory Committee for Green Central Community School and Gym;
• Development of a City Swims program; and
• Planning for future capital improvements and facility renovations.
Staff will present the MOU, which includes a Phillips Community Center pool payment plan based on commitments already made by the MPS, for Board of Commissioner consideration.
Staff recommends the Recreation Committee and Full Board approve the proposed Memorandum of Understanding at the June 15, 2016 Board Meeting.
Staff recommends the Board of Commissioners approve the proposed Memorandum of Understanding with the Minneapolis Public Schools.
