Whereas, The Minneapolis Park and Recreation Board (MPRB) is the steward of Minneapolis Parks;

 

Whereas, The MPRB is authorized to contract with public and private entities in the performance of its functions;

 

Whereas, On May 18, 2016 the MPRB Board of Commissioners adopted Chapter 16 to the Minneapolis Park and Recreation Board Code of Ordinances, authorizing a twenty-year neighborhood park plan (NPP20) that identifies additional capital and rehabilitation funding for park properties within neighborhood parks;

 

Whereas, The MPRB has allocated rehabilitation funding in NPP20 for accessibility improvements at its parks following the Americans with Disabilities Act, Federal and State of Minnesota standards;

 

Whereas, In June 2017, MPRB solicited proposals for accessibility improvements from qualified design consulting firms and received seven responses;

 

Whereas, MPRB Planning and Community Outreach staff reviewed and rated each of the proposals and determined 292 Design Group to be the best qualified team based on its project approach and understanding to manage the project at multiple sites; and

 

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan, which envisions “Dynamic parks that shape city character and meet diverse community needs;”

 

RESOLVED, That the Board of Commissioners authorizes a professional services agreement with 292 Design Group to provide program management, design development, construction documents, and construction administration services for the 2017-2019 Americans with Disability Act Improvement Project at Multiple Park Sites for a Fee Not to Exceed $411,000; and

 

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

BACKGROUND

 

This resolution considers a Professional Services Agreement for an amount not to exceed $411,000 with 292 Design Group to provide program management, background analysis, design development, construction documentation, and construction administration services for the 2017-2019 American with Disabilities Act Improvement Project for Multiple Park Sites. 292 Design Group has assembled a design team that includes the following consultant firms:

 

·         Engineering Design Initiative (Mechanical and Electrical Engineering)

·         HTPO (Civil Engineering)

·         Loeffler Construction (Cost Estimating)

 

In June of 2017, Minneapolis Park and Recreation Board (MPRB) Planning staff publicly solicited a request for proposals (Attachment A) and received proposals from seven qualified professional architecture design teams for the project.   A selection committee comprised of MPRB Planning and Community Outreach staff reviewed the submitted proposals. The selection committee found that the design team led by 292 Design Group best met the needs of the 2017-2019 American with Disabilities Act Improvement Project for Multiple Park Sites, particularly due to the overall project approach and past experience with management of projects spread across multiple sites (Attachment B).

 

The project schedule includes a preliminary analysis and project scope determination that will start in late September of this year.  Once a prioritized list of projects is generated, a project delivery schedule will be finalized, and design development and bid package preparation will begin.  Bidding of the project will occur as soon as possible and construction completion is anticipated by June 1, 2019.

RECOMMENDATION

 

Staff recommends that the Board of Commissioners authorize a professional services agreement with 292 Design Group, pending approval of Small and Underutilized Business Program (SUBP) project goals by the City of Minneapolis Civil Rights Department, to provide program management, design development, construction documents, and construction administration services for the 2017-2019 Americans with Disability Act Improvement Project at Multiple Park Sites for a Fee Not to Exceed $411,000.
