Item Discussion

Whereas, The Minneapolis Park and Recreation Board (MPRB) is authorized to contract with public and private entities in the performance of its duties;

 

Whereas, The MPRB is undertaking a large scale park development project at the former Scherer Brothers Lumber Site to construct a new park, recreate Hall’s Island in the river, provide access to the river, and restore ecological systems and improve habitat diversity along the Mississippi River;

 

Whereas, The Minneapolis Park and Recreation Board (MPRB) and the Mississippi Watershed Management Organization (MWMO) collaborate on planned capital improvements to identify projects with potential water resource improvements;

 

Whereas, MWMO’s Capital Improvement Program Fund supports the MWMO’s goals for water resource protection;

 

Whereas, The MPRB received a grant award from the MWMO Capital Improvement Program Fund for design and construction of earthwork and stormwater management components and the creation of habitat for up to $1,500,000, which funding may also be used toward management of vegetated areas, if approved by MWMO; and

 

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan, which envisions “Dynamic parks that shape city character and meet diverse community needs;

 

RESOLVED, That the Board of Commissioners accept the Capital Improvement Grant award from Mississippi Watershed Management Organization in the amount up to $1,500,000 for design and construction of earthwork and stormwater management components, and the creation of habitat as part of the development and creation of the Scherer Site and Halls Island; and

 

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

BACKGROUND

This resolution accepts a Capital Improvement Grant awarded to the Minneapolis Park and Recreation Board (MPRB) from the Capital Improvement Program Fund of the Mississippi Watershed Management Organization (MWMO).  The grant is for design and construction of earthwork and stormwater management components, and the creation of habitat for up to $1,500,000.  Funding may also be used toward management of vegetated areas, if approved by MWMO.

 

The Capital Improvement Program Fund is a grant program created by MWMO to assist partner agencies in meeting the MWMO’s goal for water resource protection within the watershed and larger community.

 

The MPRB’s legal counsel has reviewed and approved this document.

RECOMMENDATION

 

Staff recommends that the Board of Commissioners accept the Capital Improvement Grant Award from Mississippi Watershed Management Organization in the amount up to $1,500,000 for design and construction of earthwork and stormwater management components, and the creation of habitat as part of the Scherer Site and Hall's Island.
