Whereas, The Minneapolis Park & Recreation Board (MPRB) is the steward of the Minneapolis park system;

 

Whereas, Under the Minneapolis City Charter, the MPRB has the authority to name and rename its real property;

 

Whereas, The MPRB establishes, governs, administers and maintains park ways and park roads it holds in and adjacent to the City of Minneapolis;

 

Whereas, A process for the naming of such park ways and park roads exists in the Minneapolis Park and Recreation Board Code of Ordinances Chapter 9, Article X;

 

Whereas, Commissioners wish to rename Calhoun Boulevard West, Calhoun Drive, East Lake Calhoun Parkway, and West Lake Calhoun Parkway to Bde Maka Ska Boulevard West, Bde Maka Ska Drive, East Bde Maka Ska Parkway, and West Bde Maka Ska Parkway, respectively;

 

Whereas, Commissioners direct the Superintendent to schedule a public hearing at the first reading of the ordinance amendment no later than August 7, 2019;

 

Whereas, Commissioners direct the Superintendent to conduct a forty-five (45) day comment period that concludes prior to the public hearing and to prepare a report to the Commissioners regarding comments received;

 

Whereas, Commissioners direct the Superintendent to notify the community of the public hearing and comment period by United States mail to households located in whole or in part within three (3) city blocks of each parkway or park road that is proposed to be renamed no less than ten (10) days before the hearing, to provide notice in a paper of general circulation no less than ten (10) days prior to the public hearing, to provide notice to registered neighborhood groups which encompass or adjoin each parkway or park road no less than ten (10) days prior to the public hearing, and to provide posting through GovDelivery no less than ten (10) days prior to the public hearing; and

 

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan which envisions “Dynamic parks that shape city character and meet diverse community needs;”

 

RESOLVED, That the Board of Commissioners approves an amendment to Chapter 9, Article X of the Minneapolis Park and Recreation Board Code of Ordinances to rename Calhoun Boulevard West, Calhoun Drive, East Lake Calhoun Parkway, and West Lake Calhoun Parkway to Bde Maka Ska Boulevard West, Bde Maka Ska Drive, East Bde Maka Ska Parkway, and West Bde Maka Ska Parkway, respectively; and             

 

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

BACKGROUND

This resolution would approve an amendment to Chapter 9, Article X of the Minneapolis Park and Recreation Board Code of Ordinances to rename Calhoun Boulevard West, Calhoun Drive, East Lake Calhoun Parkway, and West Lake Calhoun Parkway to Bde Maka Ska Boulevard West, Bde Maka Ska Drive, East Bde Maka Ska Parkway, and West Bde Maka Ska Parkway, respectively. At its April 17, 2019 meeting, the Board of Commissioners approved Resolution 2019-153, codifying the process of the naming and renaming of park ways and park roads under the jurisdiction of the Minneapolis Park and Recreation Board. The proposed renaming of the park ways and park roads requires six affirmative votes of Commissioners.

 

The proposed amendment to Chapter 9, Article X addresses the following park ways and park roads as articulated in the ordinance:

 

Calhoun Boulevard West: Runs from and between Excelsior Boulevard and 32nd Street West;

 

Calhoun Drive: Runs from and between Lake of the Isles Parkway East and East Lake Calhoun Parkway;

        

East Lake Calhoun Parkway: Runs along the east side of Bde Maka Ska from and between Calhoun Drive and Richfield Road;

 

West Lake Calhoun Parkway: Runs along the west and southeast side of Bde Maka Ska from between Lake Street West and William Berry Parkway;

 

If approved, the names listed for park ways and park roads would be as indicated below and the following narrative would be substituted for each renamed park way or park road:

 

Bde Maka Ska Boulevard West: Runs from and between Excelsior Boulevard and 32nd Street West;

 

Bde Maka Ska Drive: Runs from and between Lake of the Isles Parkway East and East Bde Maka Ska Parkway;

        

East Bde Maka Ska Parkway: Runs along the east side of Bde Maka Ska from and between Bde Maka Ska Drive and Richfield Road;

 

West Bde Maka Ska Parkway: Runs along the west and southeast side of Bde Maka Ska from between Lake Street West and William Berry Parkway;

 

Because the naming or renaming of park ways and park roads is contained in an ordinance, a process of amending the ordinance is required. To ensure the public is fairly notified to the intention to rename the park ways or park roads listed above, the Superintendent will take the following actions:

 

Schedule a public hearing at the first reading of the ordinance amendment no later than August 7, 2019;

 

Conduct a forty-five (45) day comment period that concludes prior to the public hearing and to prepare a report to the Commissioners regarding comments received; and

 

Notify the community of the public hearing and comment period by United States mail to households located in whole or in part within three (3) city blocks of each parkway or park road that is proposed to be renamed no less than ten (10) days before the hearing, to provide notice in a paper of general circulation no less than ten (10) days prior to the public hearing, to provide notice to registered neighborhood groups which encompass or adjoin each parkway or park road no less than ten (10) days prior to the public hearing, and to provide posting through GovDelivery no less than ten (10) days prior to the public hearing.

 

If adopted, the Superintendent would transmit the new names of the park ways and park roads to the City of Minneapolis’ Director of Public Works, the local U.S. Post Office, the providers of emergency services, property record custodians, and other interested parties. The Superintendent would further ensure the park or park ways are clearly marked for the public.

 

RECOMMENDATION

 

Staff recommends that the Board of Commissioners approve an amendment to Chapter 9, Article X of the Minneapolis Park and Recreation Board Code of Ordinances to rename Calhoun Boulevard West, Calhoun Drive, East Lake Calhoun Parkway, and West Lake Calhoun Parkway to Bde Maka Ska Boulevard West, Bde Maka Ska Drive, East Bde Maka Ska Parkway, and West Bde Maka Ska Parkway, respectively.

 

This action is supported by the following vision and goal statements in the MPRB 2007-2020 Comprehensive Plan:
