Whereas, The Minneapolis Park and Recreation Board (MPRB) is the steward of the Minneapolis parks system;

 

Whereas, The MRPB seeks to secure funding for capital improvements to Minneapolis parks to meet the needs of park visitors; 

 

Whereas, The MRPB works with many park advocacy groups to help raise funding for park programs, operations and capital reinvestment;

 

Whereas, In the past, the MRPB has partnered with Support the Courts organization to raise funding for the reconstruction of tennis court facilities within the MPRB park system;

 

Whereas, The Support the Courts organization is a current United States Tennis Association (USTA) and Community Tennis Association member, and is authorized to apply for USTA grants;

 

Whereas, The Support the Courts organization will apply for USTA grants on behalf of the MPRB for the reconstruction of the Morgan Avenue tennis courts located within the Minnehaha Parkway Regional Trail;

 

Whereas, The grant applications are due to the USTA on February 15, 2018 and requires a resolution be adopted by the MPRB;

 

Whereas, The USTA Northern Chapter awards grants up to $15,000 for each application, and the USTA National Chapter awards up to $40,000 for each application;

 

Whereas, The MPRB agrees, if requested by the USTA, to disclose or provide information regarding all tennis court usage fees;

 

Whereas, The MPRB agrees to comply with all American with Disabilities Act of 1992 in the design of the reconstructed tennis courts;

 

Whereas, The MPRB agrees to provide a safe, properly constructed and functional facility adhering to all USTA technical specification requirements;

 

Whereas, The MPRB agrees to develop new tennis players by providing comprehensive tennis programming, including at least one program registered in Net Generation;

 

Whereas, The MPRB agrees to provide progress and final accountability reports that include facility photos post-renovation, publicity received, new programs and players created, final costs, and lessons learned;

 

Whereas, The MPRB agrees to an accountability report upon completion of the project as well as on the one-year anniversary of the grand opening;

 

Whereas, The MPRB agrees that the facility will remain open to the public and provide ongoing programming and facility maintenance for at least the five years following completion of the project;

 

Whereas, The proposed grant solicitation has been vetted with MPRB staff and is aligned with current MPRB policies, maintenance procedures and youth programming goals; and

 

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan, which envisions “Dynamic parks shape city character and meet diverse community needs;”

 

RESOLVED, That the Board of Commissioners approves the submission of a United States Tennis Association, Northern Chapter, grant application, or applications, up to $15,000 and a United States Tennis Association, National Chapter, grant application, or applications, up to $40,000, in grant year 2018, by the Minneapolis Support the Courts organization for the reconstruction of the Morgan Avenue Tennis Courts located within the Minnehaha Parkway Regional Trail; and

 

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

BACKGROUND

 

This resolution authorizes Minneapolis Support the Courts organization to apply United States Tennis Association (USTA), Northern and National Chapter grants for the reconstruction of the Morgan Avenue tennis courts located within the Minnehaha Parkway Regional Park. 

 

The USTA grant applications, both Northern and National chapters’ grants require membership in USTA, of which Minneapolis Support the Courts is a member.  In addition, as the facility owner, the Minneapolis Park and Recreation Board (MPRB) is required to agree to specific requirements.  These requirements are contained in the Whereas statements found in the Board resolution.  MPRB staff has reviewed the grant requirements and finds them to be acceptable and typical of the MPRB’s design and engineering standards, recreation programming policies and Board policies centering on providing the public with free access to tennis facilities within the park system. 

 

The only grant eligibility requirement questioned by MPRB staff is that tennis is the only sport lines that can be applied to the court(s).  No pickleball or other sports lines can be added to the court(s) receiving USTA grants.  In recent years, pickleball has grown in popularity and requests from park users to add pickleball lines to existing tennis courts or to designate specific pickleball courts has increased considerably.

 

Minneapolis Support the Courts has partnered with the Minneapolis Park and Recreation Board in the past to raise capital funding to renovate and construct tennis courts at Webber Park, Lake Hiawatha Park, Kenwood Park and others.  Their financial and community support for tennis in the MPRB park system has come at critical junctures when funding for hard surface courts was at a minimum.  Their support of our grant request to Hennepin County, through the Hennepin Youth Sports Program, has been instrumental in receiving $150,000 in grant funds for the Morgan Avenue tennis facilities.

 

Tennis courts have existed in the Morgan Avenue area on MPRB parkland since 1939.  The current four court facility was last reconstructed in 1979, and restriped and color coated in 2009.  The 39-year-old court and fencing is beyond its serviceable life and needs to be reconstructed.

 

Due to the grant application deadline, staff requests this Resolution, if passed in Committee, proceed to the full Board on the same evening as the Committee meets.

 

RECOMMENDATION

 

Staff recommends approving the submission of a United States Tennis Association, Northern Chapter grant application, or applications, up to $15,000 and a United States Tennis Association, National Chapter grant application, or applications up to $40,000, in grant year 2018, by the Minneapolis Support the Courts organization for the reconstruction of the Morgan Avenue Tennis Courts located within the Minnehaha Parkway Regional trail.
