Item Discussion

Whereas, The Minneapolis Park & Recreation Board (MPRB) is authorized to contract with public and private entities in the performance of its functions;

Whereas, The MPRB allocated $4.25 million in its Capital Improvement Plans from 2012 to 2017 for play area, athletic field and site improvements at Bossen Field Park;

Whereas, Additional funding in the amount of $209,740.00 was awarded through a Hennepin County Environmental Response Fund (ERF) grant to fund clean-up of contaminated material on site;

Whereas, MPRB approved the composition and charge for an appointed Community Advisory Committee (CAC) to develop a master plan with phased implementation to guide the development of Bossen Field Park;

Whereas, The team led by Stantec Consulting Services Inc. was chosen based on its experience with high quality athletic fields, recreation components and community engagement which included a strong design team of allied professionals to complete the anticipated improvements for the park;

Whereas, This project piloted Racial Equity Impact Assessment integration into the CAC process based on Bossen Field Park’s location in a diverse and underserved neighborhood, and as a result of feedback received through initial community outreach efforts suggesting that many community needs have not been well served at Bossen Field Park;

Whereas, The MPRB entered into a Professional Services Agreement with Stantec Consulting Services, Inc. on November 20, 2014 for $299,250.00;

Whereas, It is necessary to make a change to the Professional Services Agreement for additional design and construction administration services related to the incorporation of additional park improvements identified in the master plan, design and construction upgrades, and additional geotechnical services;

Whereas, Stantec Consulting Services requested additional compensation in the amount of $68,104.50 for its costs associated with these design and construction changes;

 

Whereas, MPRB staff has reviewed the request for additional compensation and found the request to be necessary and appropriate; and

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan, which envisions “Recreation that inspires personal growth, healthy lifestyles, and a sense of community;”

RESOLVED, That the Board of Commissioners approve Amendment #1 to Professional Services Agreement C-38949 with Stantec Consulting Services, Inc. related to additional design services in the amount of $68,104.50 for a new contract total of $367,354.50; and

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

Background

This resolution considers the approval of a $68,104.50 increase to Professional Services Agreement (PSA) C-38949 with Stantec Consulting Services Inc. for additional design and construction administration services related to the incorporation of additional park improvements identified in the master plan, design and construction upgrades, and additional geotechnical services.  The new total for the PSA with Stantec is $367,354.50.  

The MPRB entered into a Professional Services Agreement with Stantec on November 20, 2014.  Stantec was selected given their experience with high quality athletic fields, recreation components and community engagement.  The initial PSA with Stantec was based on an estimated construction budget of $2.7 million for CIP funding through 2016; additional CIP funding from 2017 was later added to the projectFollowing bidding of the current park improvements it was decided to incorporate one of the full size basketball courts identified in the master plan into the current construction project as well as to irrigate and sod the east open field play area. In addition to these construction changes an increase in professional services for geotechnical services was also necessary given design review comments provided by Minneapolis Department of Public Works Water Services.

All of these changes resulted in an increase in the construction budget and professional services thus making it necessary to amend the Professional Services Agreement with Stantec for additional design and construction administration services related to the incorporation of additional park improvements identified in the master plan, design and construction upgrades, and additional geotechnical services.  MPRB staff has reviewed the request for additional compensation and found the request to be necessary and appropriate.

The current field and site improvements includes many of the identified park Master Plan amenities which includes 6 new softball fields, 2 open field play areas, expanded trail connections, a new playground, and parking lot modifications.  The addition of a full size basketball court provides another community desired park amenity. The incorporation of irrigation and sod in lieu of seed at the east open field play area provides the added benefit of creating a higher quality turf and an area within the park available for use sooner than other areas impacted from construction activities.
