Whereas, The Minneapolis Park & Recreation Board (MPRB) is the steward of Minneapolis parks and lakes;

 

Whereas, The MPRB is authorized to contract with public and private entities in the performance of its functions;

 

Whereas, The MPRB approved a master plan for Peavey Park as part of the South Service Area Master Plan process in the fall of 2016;

 

Whereas, The MPRB requested proposals from landscape architecture firms for design, construction document and construction administration services for the Peavey Park Improvement project

             

Whereas, The MPRB received proposals from seven firms and, after careful evaluation, MPRB staff selected Confluence as its preference for providing the requested services;

 

Whereas, Funds from the 2012 Capital Levy Fund budget for Peavey Park Improvements are sufficient to cover the consulting fee proposed by Confluence;

 

Whereas, An AIA B101 Professional Services Agreement, as modified and approved by MPRB’s legal counsel and the Board of Commissioners, will be used to contract for the services to be provided by Confluence; and

 

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan, which envisions “Dynamic parks that shape city character and meet diverse community needs;”

 

RESOLVED, That the Board of Commissioners authorize an Agreement with Confluence to provide design, construction documents, and construction administration services for the Peavey Park Improvements project for a fee not to exceed $132,570; and

 

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

BACKGROUND

 

This resolution authorizes an AIA B101 Professional Services Agreement with Confluence to provide design, construction document and construction administration services for the Peavey Park Improvements project in an amount not to exceed $132,570 for the period of November 2, 2016 to December 31, 2019.  Staff is recommending use of the AIA B101 form of agreement for this project because it affords the Minneapolis Park and Recreation Board (MPRB) greater protection with its contracts with designers and architects and it offers better alignment with the form of agreement used in contracting for the improvements.

 

In September 2016, MPRB planning staff publicly solicited proposals for these services. Proposals were received from seven qualified landscape architecture firms. A selection committee comprised of MPRB staff reviewed the proposals and found that the team led by Confluence best meets the needs for the Peavey Park Improvements project. Confluence has assembled a skilled design team including EVS, Inc., who will provide Civil Engineering services and Nelson-Rudie & Associates, Inc., who will provide Electrical Engineering services.

 

Planned improvements will be implemented in accordance with the Peavey Park Master Plan as part of the South Service Area Master Plan. Improvements will generally include a new turf athletic field, a new playground, new basketball courts and trail improvements.

 

Community engagement supporting the planning process for this round of improvements to Peavey Park began in October 2016. Construction will be phased over two years with Phase 1 occurring in 2017 and Phase 2 occurring in 2018. Phase 1 final design is expected to be completed in April 2017 with Phase 2 final design complete in March 2018.

Staff recommends that the Board of Commissioners authorize an Agreement with Confluence to provide design, construction document and construction administration services for the Peavey Park Improvements project in an amount not to exceed $132,570.
