Whereas, The Minneapolis Park & Recreation Board (MPRB) is the steward of Minneapolis Parks;

 

Whereas, The MPRB owns and operates six skate park facilities in Minneapolis located at Armatage, Bottineau, Brackett, Creekview, Elliot, and Morris Parks;

 

Whereas, The Park Board has identified locations for future skate park facilities through master planning processes for Northeast Athletic Field Park and Nokomis-Hiawatha Regional Park;

 

Whereas, City of Skate (COS) is a nonprofit organization of volunteers who have shown themselves to be well-organized, self-directed, and dedicated and who have been proactive in the pursuit of improved skate park facilities throughout Minneapolis;

 

Whereas, The Park Board and COS wish to enter into an agreement to the mutual benefit of both parties for cooperative action of improving opportunities for skating and skate parks in Minneapolis;

 

Whereas, Legal counsel has reviewed and approved the agreement; and

 

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan, which envisions “Recreation that inspires personal growth, healthy lifestyles, and a sense of community”;

 

RESOLVED, That the Board of Commissioners approve the Memorandum of Understanding with City of Skate for fundraising and activities related to the implementation and promotion of skateboarding facilities within the Minneapolis park system; and

 

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

BACKGROUND

 

This action would approve a Memorandum of Understanding (MOU) with City of Skate (COS) for fundraising and activities related to the implementation and promotion of improved and new skateboarding amenities and facilities within the Minneapolis park system.

 

MPRB Planning staff have previously cooperated with City of Skate on extensive community engagement for the city-wide Skate Park Activity Plan currently under development, and COS members provided input on master plans for Nokomis-Hiawatha Regional Park, Northeast Athletic Field Park, and the Southside and Downtown Service Area Master Plans.

 

City of Skate is an independent, Minneapolis-based non-profit organization made up of skaters, parents, and allies with the mission to design and develop world class skateparks in Minneapolis and Saint Paul. In addition to developing new skateparks in the Twin Cities, COS is interested in improving existing skateparks, getting more people involved in skateboarding, creating educational opportunities, and supporting events and programs that highlight skate culture.

 

The memorandum of understanding memorializes a mission-driven partnership between the Park Board and COS toward the mutual interest of implementing the overarching goals of the Skate Park Activity Plan, skate-specific projects in approved master plans, and as-yet-unidentified skateboard/skate park opportunities. The MOU establishes the goals, expectations, and expected outcomes of the partnership.

 

The memorandum of understanding has been reviewed and modified by MPRB Planning staffMPRB legal counsel has reviewed and approved the document.

 

RECOMMENDATION

Staff recommends approval of the Memorandum of Understanding with City of Skate for fundraising and activities related to the implementation and promotion of skateboarding facilities within the Minneapolis park system.

This action is supported by the following vision and goal statements in the MPRB 2007-2020 Comprehensive Plan.

Goal:              Residents, visitors, and workers enjoy opportunities to improve health and fitness.

It was the consensus of the Committee to add language to the Memorandum of Understanding under VIII. Fundraising: A. The Park Board grants COS the right to raise funds for implementation of the Skate Park Activity Plan and park master plan projects. (Insert: However, COS shall not seek funding from any public body without prior, written agreement of the Park Board. Project-level agreements will outline fundraising specifics.
