Item Discussion

Whereas, The Minneapolis Park & Recreation Board (MPRB) is authorized to contract with public and private entities in the performance of its functions;

 

Whereas, The MPRB has approved a cooperative agreement with the Cities of Minneapolis and Golden Valley to complete a project identified as the Restoration of the Bassett Creek Main Stem from Irving Avenue North to Golden Valley Road;

 

Whereas, Through the cooperative agreement, the MPRB will receive funding from the Bassett Creek Watershed Management Commission, in cooperation with the Cities of Minneapolis and Golden Valley, in the amount of $856,000 for project design and construction costs;

 

Whereas, The MPRB requested proposals from two professional service firms that specialize in stream channel restoration and that are familiar with Bassett Creek;

 

Whereas, MPRB staff has reviewed the two proposals and recommends the proposal prepared by WSB Associates, Inc. in the amount of $117,841 for professional engineering and environmental services associated with the design and construction administration of the project; and

 

Whereas, This resolution is supported by the MPRB 2007-2020 Comprehensive Plan, which envisions “Urban forests, natural areas, and waters that endure and captivate”;

 

RESOLVED, That the Board approve a professional services agreement with WSB Associates Inc. for design and construction administration of the restoration of the Bassett Creek Main Stem from Irving Avenue North to Golden Valley Road within Theodore Wirth Regional Park and Bassett's Creek Park in the amount of $117,841 using funding provided by the City of Minneapolis in cooperation with the Bassett Creek Watershed Management Commission; and

 

RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution.

BACKGROUND

 

Approval of this resolution authorizes a professional services agreement in the amount of $117,841 with WSB Associates, Inc. for engineering and environmental services associated with the design and construction administration of restoration of the Main Stem of Bassett Creek from Irving Avenue North to Golden Valley Road in Theodore Wirth Regional Park and Bassett’s Creek Park.  100% of the project funding comes from a grant provided by the Bassett Creek Watershed Management Commission through the City of Minneapolis, in cooperation with the City of Golden Valley. 

MPRB staff requested proposals from two firms with expertise in stream channel restoration and firsthand knowledge of Basset Creek.  WSB’s proposal was selected because of their deep professional expertise related to the project. They also offer unique use of photo visualization in the design, construction document and construction processes as a way to communicate a very complex project with contractorsWSB understands that for a streambank stabilization project to be successful, significant time must be spent in the field working with the contractor to “fit” the stabilization techniques in the site and not simply applying a standard detail to a segment of the project.

Funding for the project originates with the Bassett Creek Watershed Management Commission but must be directed through the City of Minneapolis because they are a participating LGU within the Bassett Creek Watershed Management Commission.  As the landowner, the MPRB will administer the consultant and construction contracts and be responsible for the complete execution of the project.  In a companion resolution, an agreement with City of Minneapolis will allow the MPRB to be reimbursed from the City of Minneapolis for all project costs.  Funding allocated by the Bassett Creek Watershed Management Commission for the main stem restoration totals $856,000.

RECOMMENDATION

Staff recommends approval of a professional services agreement with WSB Associates Inc. for design and construction administration of the restoration of the Bassett Creek Main Stem from Irving Avenue North to Golden Valley Road within Theodore Wirth Regional Park and Bassett's Creek Park in the amount of $117,841 using funding provided by the City of Minneapolis in cooperation with the Bassett Creek Watershed Management Commission.
